تُعرف الصحة الإلكترونية على أنها استخدام تكنولوجيا المعلومات والاتصالات لأغراض الصحة، ويتزايد استخدامها للتغلب على العوائق الجغرافية والمالية للصحة. ويتضمن تطبيق الصحة الإلكترونية تشخيص الأمراض ومعالجتها وإدارة البيانات، والتثقيف، وتسهيل الاتصال بين المرضى والأطباء.
وتمتلك منظمة الصحة العالمية برنامجاً لخدمات الصحة الإلكترونية يقدم الدعم التقني للبلدان حول القضايا المتعلقة بإدارة الصحة الإلكترونية والأطر الخاصة بسياساتها، ويدعم الدول الأعضاء في تنفيذ المعايير والقواعد موضع الاتفاق العالمي ضمن النظم الوطنية بغية تحسين التشغيل البيني بين النظم المختلفة وبين دول الإقليم.
ويسعى البرنامج أيضا لبناء قاعدة بيّنات لمجال الصحة الإلكترونية وإعداد نماذج رصد وتقييم وطرق لقياس الأثر المترتب على مدخلات الصحة الإلكترونية.
