على الصعيد العالمي، ومن المسلم به على نطاق واسع أن تقترن الآثار الضارة للعلاج بنسبة 10% من حالات دخول المستشفيات. وفي إقليم شرق المتوسط، تصل هذه النسبة إلى 18%، وتترتبط حوالي 3% من حالات دخول المستشفيات بآثار ضارة شديدة تكفي للتسبب في الموت أو العجز الدائم. ومن المفترض أن نسبة 83% من الآثار الضارة المسجَّلة يمكن الوقاية منها.
ويوفّر "برنامج سلامة المرضى في المكتب الإقليمي لمنظمة الصحة العالمية" الأدوات والتدريب للمواطنين، والدعم التقني لبناء القدرات الوطنية، والتعليم، والدعوة، وبرامج إذكاء الوعي. ويهدف البرنامج أن يكون رأي المريض مسموعًا وأن يشارك المجتمع بنشاط في برامج سلامة المرضى. كما يهدف البرنامج إلى تسليط الضوء على حجم مشكلة سلامة المرضى وتوطيد الاتصالات مع النظراء المعنيين وواضعي السياسات من أجل اتخاذ إجراءات الإصلاح.
