WHO conducts needs assessment survey of medical devices at IDP camp in Erbil governorate14 April 2015 - A 4-day national workshop on health technology, with a focus on ensuring improved access, quality and safe use of medical devices, concluded in Erbil on 9 April 2015. The workshop aimed at piloting technology assessment (HTA) and management (HTM) tools developed by WHO to address accessibility, affordability, appropriateness and availability of core medical devices required to target the health needs, particularly those that address the Millennium Development Goals, noncommunicable diseases and emergencies.
Nineteen (19) national staff from the Federal Ministry of Health and Ministry of Health, Kurdistan Regional Government (KRG), and Directorates of Health (DoH) from Duhok, Erbil, Suleimaniyah, Kirkuk, Baghdad/Rasafa and Medical City/Baghdad attended the training.
Speaking at the opening of the conference, Dr Ezechiel Bisalinkumi, Health Technologies and Pharmaceuticals technical officer, reiterated WHO’s commitment to strengthening the biomedical section of the Federal Ministry of Health to ensure improved health for the people of Iraq. “This meeting emphasizes the urgent need of regulating the work of the medical device management and the adoption of regulations and procedures that are homogeneous with the global initiative on medical devices”. He added that action plans would be developed and used to support activities of medical devices and facilitate proper planning and needs assessment, evaluation of delivered devices and good management practices for the maintenance and safe disposal of devices; this will ensure a cost-effective provision of health care services.
Among the presentations and discussion sessions held were health technology policies and ways to govern different phases of medical devices - regulation for device safety, technology assessment for better decision-making, and comprehensive management agreed on. And as an action point, a time bound plan of action was drafted to ensure provision of equitable, quality and efficient medical devices and service activities. The drafted plan considers different phases of medical devices from technology assessment, regulations, planning, selection and acquisition through to the acceptance, maintenance, and eventual disposal of medical equipment.

It includes business processes used in interaction and oversight of the medical equipment involved in the diagnosis, treatment, rehabilitation and monitoring of patients.
One of the strategic goals of WHO is to "ensure improved access, quality and safe use of medical devices." This goal, along with the World Health Assembly resolution in 2007, has formed the basis for the establishment of the Global Initiative on Health Technologies (GIHT). Over the past years, WHO has worked in coordination with its partners to develop tools and guidelines on Good Management Practices of medical devices. This workshop also provided an opportunity for WHO Iraq to brief biomedical engineering staff on good management practices of medical devices tools and how best this can be used in the context of Iraq.
